Yes, as long as you meet the Owner/Builder exemption. You must have proof of ownership of a one-family or two-family residence, and the residence must be used for your own use or occupancy. You cannot sell your house or duplex for one year after having a final inspection of any Owner/Builder permit. Please review Florida Statues 489.103(b)(7) for additional information. The 2014 Building Code was in effect until December 31, 2017. As of January 1, 2018, the 2017 Florida Building Code was in effect. As of December 31, 2020, we follow the 2020 7th Edition Florida Building Code, with Broward County Amendments.

A permit card and related documentation are issued by the Building Department and proves a permit was legally secured. The card and approved plans must be posted prominently on the job site and be accessible for inspections. You can go to margatefl.com, go to Government, Departments, then the Building Department. On the left hand side, go into Pay and Track Building Permit then Click on Select Permit. Now you can type in the address. You may also call us directly at 954 970-3004 for assistance.
You can check on scheduled inspections as well as inspection results by going to Government, Departments, then Building Department. From here you can enter your permit number. Follow the steps to view scheduled inspections, inspection results and any comments regarding what is needed prior to the next inspection.

As of June 1, 2018, Inspections called in before 2:00pm will be scheduled for the next business day. Inspections called in after 2:00pm will be scheduled for the 2nd business day. (No code needed to schedule inspections) Inspections called in on Thursday prior to 2:00pm, will be scheduled the following Monday. (except holidays) Inspections called in after 2:00pm on Thursday through Monday 2:00pm will be scheduled for the following Tuesday.

Once the permit is issued it will expire if work has not commenced within 180 days, or if abandoned for a period of 90 days without an approved inspection. When a permit does expire, the permit holder can submit a new application electronically as a revision to https://margate-fl-us.avolvecloud.com/Portal/ and pay a fee to reactivate the permit.

Yes, the permit can be extended two single periods of 90 days from the date of expiration of the initial permit, if the extension is made prior to the expiration date of the initial permit. If you live in a HOA, prior approval is required. It is suggested that you check with your Homeowner's Association before beginning any construction project. When a permit is submitted online, you will have to note whether the property address is in a HOA or not, and if so, if the work was approved by the HOA.
No, you cannot start work until the permit is approved, picked up and posted at the jobsite. In an emergency such as air conditioning replacement with the prior approval of the Building Department, work up to the first inspection may be allowed.
Yes, bulk and yard waste are collected together once per week on your first garbage collection day. If your garbage collection is on Monday and Thursday, your bulk and yard waste will be collected on Mondays.
This applies only to small size yard waste (grass clippings, leaves, tree/plant trimmings, etc.). These items must be placed in a clear bag. This allows the hauler to ensure that only yard waste is being collected.

No. Larger size yard waste items like tree branches and palm fronds do not need to be bundled. Simply place them in a neat pile within three (3) feet of the curbline on your yard waste collection day. Please keep in mind that no items can be longer than six (6) feet in length and no larger than eight (8) inches in diameter.

The Margate Fire Department utilizes Advanced Life Support Engine(s), Ladder Truck(s) and Squad(s), which are dispatched simultaneously with the closest available Margate Fire Department rescue unit. All units are staffed with Firefighter/Paramedic. Members assigned to a fire vehicle can begin assessing the victim and expedite care prior to the arrival of our rescue unit.

Yes. First the person who found the property must post a $30 administrative fee with the department within 30 days of the date the property was found. If it has not been claimed after 90 days, the property can be turned over to the person who found it. The $30 administrative fee is non-refundable. Contact the Property Unit for more information.
Authorized by state statute, PACE is a voluntary financing mechanism to fund certain types of improvements to properties with no upfront cost to the owner. The funds used to finance these improvements are then repaid as a line item on the property tax bill.

It is important to remember that PACE is one tool in the home improvement financing toolbox. Other options available include, but are not limited to, cash, home equity loans or lines of credit, energy efficient mortgages, personal/unsecured loans or lines of credit, construction loans, and contractor financing. Each project and individual situation should be carefully examined to determine the best method of financing for you and your project.
Since PACE assessments are repaid through your property taxes, if your lender (mortgage company) escrows your property taxes, the monthly payment that you make to your lender will increase to cover the resulting increase in property taxes.
Program eligibility is not based on credit score but is instead based on the equity in your property (among other factors depending on the program). The minimum requirements based on state statute:
• Be owner of record of property
• Property taxes paid and no delinquent property taxes in preceding 3 years
• No involuntary liens on the property

While program qualification is not based on your credit score, your credit report confirms other program eligibility criteria.
One of the advantages of PACE is that it is designed for the PACE assessment, and its repayment, to be able to stay with the property. However, the seller, buyer, or lender may require the PACE assessment to be paid off as a condition of the sale or refinancing of the property. Property owners should consult with their lenders at the time of refinance or sale of the property to determine whether or not they will need to pay off the PACE assessment. Additionally, state statute requires that, prior to a purchaser executing a contract for the purchase of a property with a PACE assessment, the seller give the following written disclosure statement to the prospective purchaser:
QUALIFYING IMPROVEMENTS FOR ENERGY EFFICIENCY, RENEWABLE ENERGY, OR WIND RESISTANCE. – The property being purchased is located within the jurisdiction of a local government that has placed an assessment on the property pursuant to s. 163.08, Florida Statutes. The assessment is for a qualifying improvement to the property relating to energy efficiency, renewable energy, or wind resistance, and is not based on the value of property. You are encouraged to contact the county property appraiser’s office to learn more about this and other assessments that may be provided by law.
Yes, you can pay off your PACE assessment early, however, it must be in full. Depending on the PACE provider, there may be a fee and/or minimum payment amount with early payoff. Please contact the PACE provider to determine what, if any, fee or payment they may charge and to discuss early payoff of your project. Additionally, if the payoff occurs after that year’s PACE assessment has already been submitted to the property appraiser, the amount of that year’s PACE assessment will not have been included in the pay-off and will still be due with the property taxes.
Currently, the rates range between 6.75% - 8.5%. Similar to other forms of financing, the rates are dependent upon a number of factors and are subject to change. Please contact the PACE providers to determine what the rate would be for your project.
All PACE providers require contractors to register with their program in order to participate. If you have a contractor that you would like to use that is not registered with the PACE provider that you have chosen, they can register with the PACE provider as long as they meet the PACE program requirements. In general, contractors must possess all valid licenses, certifications, and registrations legally required to do the work requested. Additionally, contractors must maintain appropriate insurance coverage and be in compliance with all other legal requirements to perform the work requested.
No. While the PACE programs were approved by the City of Margate’s City Commission to operate within the City, they are not funded, subsidized, or operated by the City. The costs of the programs are funded by the program participants.
Per state statute, a PACE assessment is treated like a lien of equal dignity to county taxes and assessments and is recorded on the property to secure the financing. Therefore, failure to pay a PACE assessment would be equivalent to not paying your property taxes and would follow the same process. It is the responsibility of each taxpayer to know when taxes are due and to pay them before they become delinquent, regardless of whether or not they received a tax bill.

Waste Management provides non-collection notices to educate residents about why their garbage, recycling, yard waste, and/or bulk waste was not collected. A non-collection notice may also be placed on a cart or yard waste or bulk waste pile that was collected to inform the resident that something was placed out improperly but was collected anyways. The non-collection notices provide information about proper placement of carts, yard waste, and bulk waste.
To ensure that your waste is collected in the future, please be sure to correct items that may have been noted on the non-collection notices. If you have questions about a non-collection notice that you have received, please contact Waste Management at 954-974-7500.
Collecting the garbage carts is a different process than the previous method of manual garbage collection. Some residents' collection days were changed to accommodate this new collection process and ensure that the City is serviced in the most efficient manner.
Please follow these links for information on where to recycle or properly dispose of household hazardous waste and electronic items. Plastic bags can be returned to collection containers at local grocery stores. Unwanted goods (books, clothing, furniture, etc.) can be donated to organizations that will give them a second life.
The document shredding service will be available at both of the Waste Management sponsored household hazard waste collection events held in the City each year. The vendor providing the service will accept and securely destroy residential documents. Margate residents will be able to bring up to three (3) standard letter sized paper boxes of documents at each event free of charge. There will be a nominal charge for shredding additional documents. Proof of Margate residency will be required.

Once water passes through your water meter, the homeowner becomes responsible for the water. The City has no way of knowing specifically how the water was consumed. The average family of four uses 6,000 gallons of water a month for indoor use. Irrigation consumes 1,000 gallons every 10 minutes. The amount of irrigation depends on the frequency and length of time of watering. Lawns only need watering once every three days in the summer and once every seven days in the winter. Rain can reduce the number of times lawns need to be watered.
There are generally two reasons for ongoing high consumption: leaks and irrigation.Leaks:There are many types of leaks: toilet leaks, leaky faucet, pipe leaks within walls or under the house foundation, leaks in outside water lines, pool leaks and leaks in the irrigation line including broken sprinkler heads. Leaks can start as minor and unnoticeable and gradually become larger over time.

Consumption that spikes temporarily is probably caused by other types of consumption, such as pressure cleaning or filling a pool.
Irrigation:Irrigation consumes significant amounts of water. Lawns do not require to be watered every day.
Most lawns need about 3/4 to 1 inch of water once per week, or once every two weeks when the weather cools. ¾ to 1 inch of water will dampen the soil 6 to 8 inches, respectively.
To determine how long you must run your sprinklers to adequately water your lawn, turn on your sprinkler for 15 minutes. After 18-24 hours, find out how deep the water soaked in by digging a small hole in the watered area or using a probe (a probe will push easily through damp ground). You can also push a shovel into the ground and use it as a lever to spread the soil apart enough so that you can see several inches below the surface. Once you see how deep the water went in for 15 minutes, you can calculate how long you need to leave your sprinkler on. For example, if the soil is damp to 4 inches below the surface and your goal is to moisten the soil to a depth of 8 inches, you’ll need to leave the sprinkler on for 30 minutes (2 X 15 minutes) each time you water. **
Water can come from rain or from irrigation. Infrequent but deep watering will encourage deep rooting, healthier and hardier plants with a greater tolerance for drought.

A water account is automatically closed whenever a buyer opens a new water account.
After the closing, the customer can provide a copy of the executed closing statement or warranty deed, or complete a Sold My Property form and fax/email it to utility billing at least 24 hours prior to the closing date to facilitate this process.

To reinstate service, the past due balance plus the $40 non-payment fee must be paid and reported to Utility Billing Division at (954) 884-3666 before 5:30 p.m., Monday – Friday. Click here for additional information relating to water re-connection during business and non-business hours.
Bills are considered delinquent on the 21st day after the bill date shown on the bill. If there is a past due balance on the utility bill, a notice will print on the right side of the bill under the Date Due for Current Charges advising of the disconnection date. Payment must be received prior to 7:45 a.m. on the date of disconnection to avoid the $40 non-payment charge. The non-payment charge applies whether service is physically disconnected or not.
The City bills on a monthly basis. Payment is due within 20 days of the billed date.

The utility bill is generated around the same date every month. Call Utility Billing at (954) 884-3666 to get your balance or access the City’s online payment center if the bill is not received. Failure to receive the utility bill will not avoid discontinuation of service.

Residential pool fills do not qualify for water credit since the residential sewer rate is a flat rate. Commercial accounts may qualify for a sewer credit. Commercial accounts may contact Customer Service, in writing, requesting a sewer credit.
Yes, water meter readings may be estimated if the meter stops registering usage or if the meter is inaccessible, such as when a vehicle is parked over the meter; broken glass; condensation; or during times of flooding/ storm situations. On these occasions, the billing software estimates usage. NOTE: The property owner is responsible for providing clear access to the meter.
If a high water bill is received, verify the reading on the meter to the reading on the bill. If the reading on the water meter is lower than the current reading on the utility bill, the meter may have been misread, contact Utility Billing to have the bill corrected. If the property is vacant or the hose spigot is accessible, theft may be occurring. The City recommends purchasing locks for all hose spigots to prevent possible theft of water. Locks can be purchased at any hardware store. If the property will be vacant for a long period of time, request a temporary disconnection of service at the meter. This will ensure no water usage. There is a $10 service charge and the request must be made in writing. The monthly basic availability charge for all services still applies.
